Every program I have inherited had the same problem underneath different symptoms: nobody had written down what it was for, who should be on it and what each partner should be paid. The audit answers those questions from the data. The strategy writes the answers down in the order to act on them.
It is the right starting point when you are launching, when you have taken over a program someone else built, when you are about to move networks, or when the numbers have been flat for a year and nobody can say why.
What I do
Program review. Every publisher by behaviour and value, the commission structure, the terms, the creative, the tracking and the network setup.
Commission design. Tiers, defensive rates, exclusions and the reasoning, ready to publish to partners.
Partner mix. Which partner types are missing, which are over-weighted, and the recruitment list to fix it.
Campaign calendar. The trading periods that matter for your category and what needs to be in place before each.
Roadmap. The priorities in order, with what each is expected to move.
